Recruitment Solutions are seeking a highly skilled and motivated professional for a Senior Officer Highway Schemes job in Oxford on behalf of Oxfordshire County Council. This is a 3-month contract with an immediate start, supporting the Highway Maintenance Asset Management and Programme Team.
This role has been commissioned to support the delivery of highway maintenance and improvement schemes, ensuring the effective management and enhancement of highway network assets across the county. These include carriageways, footways, drainage, and associated infrastructure.
The successful candidate will play a leading role in scheme delivery, managing both projects and staff while ensuring all work is delivered efficiently, safely, and in line with organisational priorities. About the role
Within this Senior Officer– Highway Schemes job in Oxford, you will take responsibility for leading and delivering highway maintenance and improvement schemes across the county network.
- Lead the identification, design, and delivery of highway maintenance and improvement schemes
- Manage operational delivery, including procurement, contract management, budget control, and risk management
- Oversee and support Officers involved in scheme design and delivery, including line management responsibilities
- Prepare specifications, work orders, contract documentation, and health and safety information
- Undertake site investigations, inspections, and assessments to determine appropriate solutions
- Develop and manage prioritised programmes of highway works based on asset condition and service priorities
- Work collaboratively with internal teams, contractors, suppliers, and partners
- Monitor performance, budgets, and programme delivery, providing updates to senior management
- Act as an escalation point for complex issues and deputise for the Team Leader – Highway Schemes when required
- Support continuous improvement, embedding best practice and driving performance outcomes
- Contribute to reports, briefings, and presentations for senior leadership and stakeholders
Contract: 3-month placement
Rate: £335 per day
Grade: 12
Start: Immediate
Working pattern: Flexible hybrid, with office attendance at least once per fortnight
About you
To succeed in this Senior Officer Highway Schemes job in Oxford, you will bring strong technical knowledge, project delivery experience, and the ability to manage stakeholders effectively.
Requirements:
- Proven experience in highway maintenance, design, or infrastructure delivery
- Strong knowledge of construction materials, techniques, and maintenance practices
- Experience identifying, specifying, and prioritising highway works
- Demonstrated project and programme management experience, including budgets and resources
- Experience in site supervision and inspection of highway works
- Understanding of relevant legislation, including Construction (Design and Management) Regulations
- Strong stakeholder engagement and relationship management skills
- Excellent communication, reporting, and presentation abilities
- Ability to use data and performance measures to inform decisions
- Proficiency in Microsoft Office (Word, Excel, Outlook)
Desirable:
- Experience managing or supervising staff
- Experience using asset management systems such as PMS
- Familiarity with tools such as Kaabontech GullySmart or similar systems
- Experience managing budgets across revenue and capital programmes
- Understanding of local authority governance, procurement, and financial procedures
